Anthony J. Raganella is the founder and president of NY Blue Line Consulting Group and a retired decorated 25-year veteran of the New York City Police Department in the rank of Deputy Inspector. His resume of achievements and professional pursuits exemplifies excellence and demonstrates what true dedication can mean to the safety and security of a large city. Describing himself as a leader that “gets involved,” Anthony has taken everything he does to the next level with a keen eye toward attention to detail and forward progress. He is considered a subject matter expert and an approved Federal court expert witness in the areas of crowd control & management, civil unrest, and major protests.

“Probability Model for Mitigating Civil Unrest and Enhancing Effective Police Response”
With over 35 years of law enforcement, leadership, and educational expertise, Mark is currently the CEO of Lancer Cobbs, a consulting firm he founded. He is also the founder and President of Bridge to Unity, a 501c (3) organization dedicated to improving police and community relationships. Recently, Mark was the Executive Director/CEO of the National Tactical Officers Association, representing over 40,000 members of the law enforcement special operations community. He served as the Association’s principal liaison to the Department of Justice, Department of Homeland Security, Department of Defense, and the White House. He also served as the Association’s legislative advocate and has testified on Capitol Hill, including the Senate Committee on Homeland Security and Government Affairs and the House Armed Services Committee.
