This Executive Summit focuses on developing an understanding of the best practices for the recruitment, selection, and retention of quality law enforcement officers, including a focus on achieving a diverse workforce. The training  will address several important questions and will specifically provide answers to the following questions about the recruitment, selection, and retention of law enforcement officers:

  2. What knowledge, skills, abilities, behaviors, and traits should police agencies seek?
  3. How do we determine what these qualities are?
  4. How do we structure our selection process and why?
  5. How do we find and recruit quality employees?
  6. What are some key elements of effective retention?
  7. What are the key strategies to attract a diverse workforce?
  8. What is the Chief Executive Officer’s role in hiring?

This Executive Summit is a must for any chief executive officer of a law enforcement agency because this is a leader-led challenge. However, any law enforcement or government administrator, or employee involved in the recruitment, selection, or retention process of law enforcement officers, will benefit from this training.

Presenter: Dr. Patrick Oliver

Dr. Patrick Oliver has a long and distinguished career in law enforcement/ criminal justice that ranges from working as a state trooper to directing the Criminal Justice Program at Cedarville University. He has served as Police Chief in the cities of Cleveland, Grandview Heights, and Fairborn, Ohio, and has also served as the Ranger Chief of the Cleveland Ohio Metropolitan Park District. In over sixteen years as a police chief, he has reorganized multiple departments; oversaw the identification and implementation of several management information systems; hired, assigned, and promoted over 100 officers; and managed multimillion-dollar budgets.

Patrick Oliver is now a law enforcement consultant and owner of Police Management Solutions Inc., a performance engineering company that primarily conducts comprehensive police agency management reviews, expert witness work, promotional assessment centers, and audits of the recruitment, selection, and retention process for law enforcement officers within law enforcement agencies.
