Anthony J. Raganella is the founder and CEO of NY Blue Line Consulting Group, a company which provides law enforcement training, consulting, and expert witness services nationwide. He is a retired 25-year decorated New York City Police Department Deputy Inspector where he spent 8 years as the Commanding Officer of the Disorder Control unit, a citywide department unit primarily responsible for planning, assessing and ensuring the Department’s training and readiness in public order, protests, and civil unrest operations, as well as major events and emergencies. Anthony was instrumental in planning and coordinating the NYPD’s strategy, training and field operations during New York City’s Occupy Wall Street movement and the recent Black Lives Matter protests. He was also the co-chair on the Civil Disturbance Subcommittee for the 2015 Papal visit to New York City and conducted international research for the National Institute of Justice (NIJ) in 2017 to develop standards for Personal Protective Equipment (PPE) and training within U.S. law enforcement Civil Disturbance Units (CDU). Anthony is considered a subject matter expert on matters related to public order, protests and civil unrest, and has been a leading advocate in the development of public order policing standards in the US. Most recently, he has worked closely with the National Tactical Officers Association (NTOA) to develop and co-create the nation’s first-ever public order response and operations standard for policing. During his career, he has been involved in the policing of over 2,000 demonstrations and major events, as well as the relevant training of tens of thousands of NYPD officers. Anthony has been recognized by numerous officials and organizations, and has amassed in excess of fifty honors and awards for his various efforts and achievements.Anthony has completed his Master Degree in Public Administration, summa cum laude, from Marist College; a Bachelor of Science Degree in Behavioral Science, summa cum laude, from New York Institute of Technology; an Associate of Science Degree in Criminal Justice, summa cum laude, from Nassau Community College, as well as being a graduate of the 24th Session of Columbia University’s Police Management Institute, and the 223rd Session of the FBI National Academy. He is Past-President of New York State/Eastern Canada Chapter of the FBI National Academy Associates. Additionally, Anthony is the author of several published peer-reviewed journal articles and text book chapter supplements in the field of public order and criminal justice, and has presented the findings of his work at numerous symposiums nationwide. Jaclyn M. Keane is a 15-year veteran of the New York City Police Department in the rank of Captain and currently assigned as the Executive Officer of the Legal Bureau. Jaclyn’s role as Executive Officer is to oversee 350 uniform and civilian attorneys, paralegals, and various other positions. Under her direct command is the Public Safety Division, which encompasses the Criminal Section, Civil Enforcement Unit, and Asset Forfeiture. Most recently, she has been closely involved, both in the office and out in the field, with the legal coordination and handling of the area’s college protests/encampments related to the Israeli/Palestinian war. Prior to the Legal Bureau, Jaclyn was a Lieutenant assigned to 1PP’s Operations Division where she was the NYPD’s liaison to the Mayor’s Office of Citywide Events Coordination and Management. There, Jaclyn planned, budgeted and negotiated for the Police Department for all major events in New York City and was responsible for all matters related to the department’s handling of the Covid-19 pandemic. She also assisted with the coordination and oversight of the citywide assignment and deployment of personnel for all of New York City’s major details and events, as well as supervised the department’s Joint Operations Center (JOC) during serious crimes, large-scale emergency incidents, and disasters. Prior assignments in the NYPD included the Legal Bureau’s Criminal Unit and as a police officer and detective, Jaclyn patrolled the streets of East Flatbush, Brooklyn’s 67th Precinct. In her role as sergeant, she supervised officers on patrol in Manhattan’s lower west side 1st Precinct, and as lieutenant, she was also on patrol as the 79th Precinct’s 2nd Platoon Commander in the Bedford-Stuyvesant section of Brooklyn. Preceding her time with the NYPD, Jaclyn was in general private practice as well as working with the Bureau of Alcohol, Tobacco and Firearms and the Organized Crime Division of Miami-Dade’s State Attorney’s office in Florida. Jaclyn received her undergraduate Bachelor of Arts degree in Criminology from University of Miami where she was on the Dean’s List and accepted into numerous honor societies and became a member of Kappa Kappa Gamma Fraternity. She then received her Juris Doctorate from New York Law School and is a member of the New York City Bar Association, as well as the New York State Bar Association.
